Money Sent To Family On Hold

I wanted to send money to my sister again, but for some reason it wasn’t allowing me to. Saying that I couldn’t send money to a “phone number” when I’d already sent money to the same account before. I was confused. So my sister sent me a link, and I sent money via the link but I had to check a box saying that I was buying something from her when I didn’t. Now the money is on hold. I’d like the money to go through to her ASAP. Can anyone help?
