Missing money and fees

Hi, I'm so disappointed because I think I was charged too much. I was careful with my balance while using it but then I've got a message that I have negative balance and have to fix it to avoid 12,70 EUR fee. I didn't manage to pay the whole amount so I was charged anyway. It was last Friday. Then I paid the rest of it on Tuesday as Monday was bank holiday and I couldn't transfer money. But I was charged 12,70 fee TWICE on Tuesday! So PayPal took 38,1 EUR from me in total, why that much if I already paid it? And then, when my balance was already zero, I logged in the next day and it was about -2,60 while I haven't bought anything for a week or so! So why was I charged again? I'm really dissatisfied with PayPal right now, I don't understand what's happening with my account. Can anyone logically explain it?
