Major bug: can't link a bank account

As per the title, I can't link a bank account to my Paypal account. It gives this error message:
"We're sorry. We're not able to process your request right now. Please try again later."
The problem is, it's been saying this for months now. Literally months. I need to add a new bank account because I changed banks, and therefore, new IBAN (I'm in the EU).
Luckily Paypal is not the only payment processor I use, but I still got over 11k in my account that I would very much like to see in my bank instead.
Anyone knows what's going on?

Welcome to the community forum and thanks for posting.
I am sorry to hear that you are having such a difficult time adding your bank account to your account. What I would recommend at this stage is calling us. On the phone we can add the bank account for you. You will find our phone number by clicking Help & Contact at the bottom of the PayPal page.

i HAVE HAD AN ACCOUNT FOR MANY YEARS-SAME ACCOUNT
YOU ARE LINKED TO PAY LABELS AND TO PAY EBAY BUT I CANNOT TRANSFER FUNDS
IT HAS BEEN THIS WAY FOR MONTHS
WHAT GIVES!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
