M-Pesa connectivity with pay-pal error.

I have recently deleted my pay-pal account which was connected with my M-pesa. And then when created a new one and tried to connect it with M-pesa, it refuses saying my Phone number was been registered already. I really don't understand this thing, i have already created new pay-pal account, but still my phone number didn't went through! And on top of that i have tried to contact transfer-to.com, but they told me this matters responsibility is pay-pal. 

 

Any help will be greatly appreciated.
