Living in Canada w/verified French debit Visa card; trouble adding $ to my PayPal account

As the title says I do not seem to be able to load cash into my Paypal account or use it to transfer funds to another PayPal user. (also I am now in USA temporarilly

Need to let PayPal know you're traveling and going to use your PayPal account. Probably why you're having all this trouble using the account based on the IP address to log on alone. The security has kicked in to block activities.

Click HELP at the top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.
