My son wanted to have own PP account and created one. He wasn't happy about his account username, so he deleted it. Unfortunately he didn't notice that he should have removed his debit card before deleting. Now he tried to add debit card to his new account and it was not possible. He contacted you (message center) and you answered to call back. His english isn't so good so he is affraid to call.

Firstly any paypal account has to be in your legal name and you have to be over 18.

Secondly the only way to get the card removed now is to see if customer services will do it for him.

However if he has used a fake name on his account or is under 18 then they may refuse and its not guaranteed that they can remove it now the account is closed anyway, but worth asking.

Paypal phones are mostly non operational since covid but sometimes you get lucky.
If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country.
Live chat is randomly available.
You can send them a message.
Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.
It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.
