Linking card problems

Hello, 

I am trying to do a payment today but when I do the option "Link a card to send money", there comes a message "Your card has been declined. please try a different payment method". I contacted to by my Bank and it is every thing ok with my MasterCard. Can anybody help me if there is temporary a problem with the PayPal system or how to proceed? Thank you!

Has to be a visa in your country as per link (credit card).
