Linking Gift Card in Wallet

I don't see the option for linking a gift card to my wallet. The PayPal article had stated that a gift card can be linked to PayPal in the wallet section. Yet, I've checked and tried and there's just no option to do this at all. Even though PayPal say it is. Can someone explain why or why not I can do this and how: (Also, I have egift card. Still there's no option in wallet to link any form of gift card?) You have an e-gift card. As long as the card has a 16 digit card number and a cvc/csc, you can add that.
By gift card, PayPal refers to tangible Visa gift cards. I don't think its applicable for a Starbucks gift card.
