I wouldn't bother trying to link that account and expect your USD to transfer as USD because PayPal will always convert to your local currency when withdrawing and then your USD bank account will convert it back to USD therefore you'll lose out on the exchange when your purpose is to gain. It won't work even if you could link the bank account. It has to be a US bank account opened on US soil. The general purpose of allowing US bank accounts to be linked to non-us PayPal accounts is for the convenience of US users overseas because PayPal is US company.
