Linked to maximum accounts

please help me, when i try to link my bank to my account it says " Ur Bank has already been linked to maximum accounts available", i only ever have had 1 account (current one)

You can only link a bank account 3 times to any paypal account in that banks lifetime.

The thing is I never linked my bank, and it says that it has been done the maximum times alowed
