Link with paypal

Hi, I tried to link my debit card in my paypal account but wont go through. How to solve this?

How many times have you tried? After a few times the card will be locked out. Does the name and mailing address on the card account exactly match name and mailing address on PayPal? Is your card activated for online transactions?
