Hi, I'm from Kenya and I lack a bank account as I'm still relatively young to have one, we, however, have a money service called m-pesa and I was wondering whether it's possible to link it here instead of a bank account.

Make sure you are over 18 though as if you are underage you risk your paypal account being permanently banned when paypal ask you to verify.
