Issuing bank account has declined the purchase

In the last 2 weeks whenever I try to make an online purchase that I previously would have had no problem making, now I'm receiving declined notifications. I tried to buy a movie on Google Movies and it was declined. I tried to order an action figure from an online retailer I buy from all the time, I get a declined email saying that PayPal could not process the payment as my Issuing bank has declined the payment. I don't have any credit cards to make these purchases, and only my bank account is linked to my Paypal (I even removed and relinked the account) I spoke with my bank and they aren't seeing any rejections. I'm really not sure what to do, or how to fix this issue.
