Issues with extra charges on prepaid master card after linking with pay pal

I linked a prepaid master card to my pay pal account yesterday and I have now taken it off since it has charged me more than it should have.
It charged me $2.45 twice. I've come to realize as I'm not the only one that has had this issue, someone else years ago was having this issue but instead the charges was $1.01. Meaning something's up with pay pal. The card link on pay pal said there would be a small charge (meaning a singular charge) to my card then it would be refunded. I've lost $4.90 for no reason in 2 days. Sure it's not that much but I'm still very unhappy about it, I needed that money and now I can't use it.
I've tried contacting the help center but only a bot responded.
What's going on? Why is it charging me? What do I have to do to get my money back?
Does anyone actually know the answer or do I have to contact someone who works for pay pal, such as a mod/admin?
