Every single time I try to transfer money from my paypal balance to my Wells fargo card (which is verified) I am followed up with a message saying we can't verify its you, I've tried linking my bank account itself but it won't allow that either.
PayPal perhaps can't identify you through your wifi connection probably or the connection is not secure or not good for some reason. Try clearing your browser cache and PayPal cookies and restart device and restarting your router where applicable.
