Is Paypal a scam? They keep withdrawing money from my acct into NSF and can't get a hold of anyone

I have 2 PayPal accts and I gave the wrong acct to a camera company to rent a lens.  They needed $110 deposit so I used my PayPal acct because I had my funds there.  Thing is, by accident I gave them the acct I don't use, and PayPal withdrew from my bank and I didn't have enough.  I got an NSF charge, because that bank account is not one I use much anymore.

 

Then the camera company issued a return of my deposit minus the rental charge of $126 so they gave back $974 on Monday.  Tuesday I paid the $126 outstanding to PayPal.  Today they withdrew another $1100 for no reason.  

 

The phone won't even let you get to a live agent.  I've tried calling about 15 times and have left several written messages.  AM I getting scammed by PayPal?

 

Should I now seek legal action.

You want to take legal action against paypal for a mistake you made and by not understanding how paypal works?

 

If you funded the payment to the seller using bank transfer. What PayPal do here is credit the recipient on your behalf (so there is no delay in despatching your item). Then if you receive a refund in the meantime they are unable to issue this until the original bank transfer completes.
