I have a negative balance(-70 euro) on my paypal account because I had some problems with my original bank account which is solved now. Before that, I was paying to Paypal with my linked bank account. After I had this issue with my original bank, I can't pay to Paypal. I used 2 different bank acccounts, 3 different credit cards. When I try with already linked credit cards, It says "This transaction failed because we were unable to verify this credit card through our card validation process. In order to proceed with your transaction, please select a different funding method or add a different credit card.". When I try to link my bank account with IBAN to Paypal, it says "We're sorry. We're not able to process your request right now. Please try again later."
Anyway, I'm getting called from Paypal everyday. And when I answer the phone, Paypal colleague doesn't speak English and they say "anrufen bitte" and they hang up the phone. This scenario happened to me maybe 20 times. And whenever I called back to Paypal, again the person from Paypal doesn't speak English and they say "anrufen noch mal bitte".
Do I have to speak German to solve my problem? I thought Paypal is an international company but I guess Paypal Germany is not so international friendly. According my experiences with the hotline, I started to feel like Paypal Germany choose his workers specifically from people who doesn't speak English even one word. And because of that, I can't pay my negative balance for weeks.
Are any of you have similar issue with paying money to Paypal as me? Or do you know how to contact with a person who speaks English a bit?
