Is Money sent to suspended account recoverable?

HI. I sent some money to a new arrival/refugee in France after checking that he did indeed have a Paypal account.

He then said he couldn't access the money, because his account is suspended.

I tried to see if I could reclaim the money, but following the instructions on the Paypal site, it doesn't show a way to cancel it. 

The "resolve the problem" forum is so narrowly designed that this kind of problem doesn't fit their categories.

Any suggestions about what to do?

It was $50.

I'm not sure "My Money" is the right "Board". Apologies if it isn't.

How did you send the money ie friends/family OR goods/services?

How did you fund the payment ie which funding source linked to paypal?

Does it say PAYMENT or SENT next to the transaction or PENDING/UNCLAIMED and if so is there a cancel option?
