International bank account error

Im trying to transfer my paypal funds to my bank account here in the UAE but this error keeps on appearing. i tried transferring it to my credit card and debit card but once i link my card the option of "transferring funds to card" disappears from the options of "withdraw funds" i tried using the "Your bank in the UAE option" but when i login this error keeps popping up, I've been trying the same thing for days now but the same error keeps popping up and i don't know what to do. Please help!! Thanks.

You can't withdraw to a local bank account in your country.
You can only withdraw to a linked card.

The only exception is U.S expats can add their bank accounts to other countries paypal accounts (paypal is a U.S company so they allow their citizens to do this).
