I am not clear on whether Paypal can be used to convert Canadian Dollars to Euro's and send to my friend in Italy.

You can pay anyone in many different currencies.

Just go to send money (choose the correct option) put the amount of money and then select the currency from the drop down box.

Before you click to send the funds it will tell you how much will be deducted from your card or bank account in your own currency.
