Instant Transfer (Max $10 fee) doesn't work

I attempted an instant transfer this morning of $2000+ from my account because I have an urgent automotive urgency. Normally, I can wait 24 hours. So I pay for the fee, and wait, and wait. I receive an email saying the transfer was successful, but when I check my account balance, there is nothing. I call PayPal. They tell me the transfer was successful. I call my bank. They see the transaction (this is Union Bank, a US bank) and they tell me I will get funds in one business day. So what exactly was the point of paying for an instant transfer that wasn't instant? I am left in the lurch, feeling pretty **bleep** off. Have other people had similar experiences with this bogus service? - Simon
