I'm making a purchase from India...I live in Thailand and can't find the INR currency.

I don't think that currency is supported by paypal.
Get the seller to invoice you in the currency he uses which is normally dollars.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
