From Vietnam, I'm trying to send money to my friend who urgently needs it in Tanzania.
As the normal procedure, I tried it by putting his email but in the final step this message always comes
However, except for normal emails from Paypal, he doesn't get any notification about my request for sending.
I only had experience of sending money to organizations and everything was smooth.
Please help us to see what is happening here and how to handle it as soon as possible.
