ISSUE SENDING WITH MY PAYPAL ACCOUNT

Hello everyone, I am in need of some help please.

I have verified my Email & phone number

but do not have a bank or credit card linked as the payment was received via paypal to send to a friend of mine

I am sending to CANADA in the currency of CAD
