I would like to deposit my awaiting money in my PayPal balance.

I have 8 dollars waiting to be claimed, and I used to have no trouble with this, but a few months ago they made it so to accept money you needed to have a bank account or sign up for PayPal Cash. I used to just have it go into the PayPal balance, but now I can't. Is there a way I can put it into my PayPal balance? I really want to do this without PayPal Cash or a bank account.
