I withdrew money from my paypal

I withdrawn 263$ but only 180$ went in my card. Can someone help me with this?

Currency conversion applies if you withdraw in USD(?) into your local currency.

Yeah i withdraw 13,402php(263usd) but only got 9500php. It says i withdraw by PHP too
