I linked and confirmed a VISA card, but my transfers are still getting denied.

Hello, I'm not a citizen of the US, therefore I'm unable to link my bank account. As a workaround, I linked my VISA debit card and confirmed it with PayPal and enabled it for internet usage from my bank. Now when I try to transfer my funds onto it, I reach the final stage where you confirm how much you're getting minus the fee ($5 in this case) but I'm hit with this message; "Sorry about that. We can’t complete this for you right now. You can try again in a minute or two. If you’re still having an issue, let us know."
Customer service is nonexistent, unfortunately. And the error message itself tells me nothing. I've tried again in a "minute or two" some times until it just stopped letting me transfer so I had to 'update' my VISA so it can be confirmed again and now I'm getting the same message as before ("Sorry we can't complete this... etc.)
I'm severely confused and disappointed.
Help, please?
