Hey There
I just recently set up a paypal account in Bahrain using a Bahraini debit card and I was charged a dollar and 3 cents. Why did this happen because I thought setting up a paypal account was free ?

That the small amount I guess that they deduct when you add a card, this is so they can send the 4 digit code to your card statement.
When you get the code go back to paypal and enter the code where it says to confirm your card.
The small fee is then refunded.
Advice is voluntary.
