Yes unfortunately after contacting CIH and BMCE they said that all Moroccan Banks blocked withdrawing money from PayPal to Visa Card, it's not PayPal's fault but rather the CIM (Centre Monétique Interbancaire).
Therefore if you want to withdraw money you'd need to have a "Attijariwafa bank" enterprise account, other than that there is no other way.
As for the money you've already transferred I don't think you would receive it, sorry 😕
