I cannot sent money to another paypal account from my paypal balance

As the title above, I am from malaysia,but i want to sent money to my hongkong friend using my paypal balance,but i cannot, paypal dont let me to choose paying with balance, even thought i alr remove my bank card

It has to be in the correct currency if you are sending from your balance whereas if you are funding it from your bank account or card paypal will convert the funds for you.
