I am 100% sure my debit card is not linked to any other accounts. I even tested it on my friend's account and I was able to link it there. But I can't link it on my account what do I do?

Maybe because its linked to your friends account?
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
