I can't link my visa debit card!

Greeting, please let me link my Visa Debit card I received 4 days ago. I already have a Master Cartica attached to my paypal account and I do not understand how I can not link another card if multiple accounts and cards are tied. I just need some explain, given that Visa is active. How much minimum should I have in my account to be able to bid because I have enough? Thank you!

Call the card issuer to enable the card for online use. Then try again.
