I can’t link a bank account says I’ve tried too many times

If you have tried confirming with the wrong information multiple times it will cause the system to block the bank. I would suggest contacting Customer Support by phone so that they can look into this further. You can find their contact number by clicking on 'Contact' at the bottom of the PayPal page.
