I can't add my bank account.

My UK account was permanently limited and money was held for 180 days which ended on May 2. I got an e-mail I could now withdraw my money, but therefore I needed to add a bank account, when I try this error comes up "Sorry, we can't add your bank account right now." This bank has not been added to another account, I dont use a new browser, VPN anything. I tried calling paypal, but phone lines are all closed due to covid 19 and live chat is not available. I sent them a message through message center and ironically got the answer I should call them....I also tried twitter and facebook support, but they couldnt help me either... Im slowly losing my hope, this money was planned to be mine almost 2 weeks ago and is really badly needed. Please help me!
