I can´t add money neither make a payment

Hi, I am trying to add money to my account from my bank, but there is a message that "It can´t be possible, try later". I have been trying for several days....

Also, I want to do payment to an online company and there was an error issue as well. 

Can someone help?

I have the same problem when I click on "Add Money" it sends me to this page: https://www.paypal.com/fundstransfer/to and after I click "Next" it sends me to this one: https://www.paypal-topup.bg/ 

What are the alternative options to add money to my Paypal account?

I'm having the same money I have to refund a buyer I can add money I can't link my bank account it's not taking money from the card I have there. And nobody's taking my call at PayPal.
