I can't Link my VISA debit card (EastWest)

Please help. I am getting an error that my Visa Debit card by Eastwest is not accepted! I have researched and asked the bank personnel that this type of card is accepted by PAypal.

I'm also having trouble linking my debit card card from EastWest.

I've called them thrice and they keep telling me that they have allowed the use of paypal with my card but it never works.

Is there any fix to this?
