I am unable to add bank account on my permanently disabled paypal business account

I got an email from PayPal that i can withdraw my money from my permanently disabled PayPal business account. Its got permanently limited on December 2018. But when i am trying add my payoneer usd bank accounts its not let me add and showing me "There is a problem and go to Help and Resolution Center"

What can I can do? Please help me.

Paypal does not support payoneer, you can sometimes add accounts but they don't work properly and Paypal advise against trying.
