I am not able to Send my money to someone else's Paypal account

I tried to send money but it doesn't work. They say I need the owner permission. But I am the owner and I confirmed my account as well.

I'm sorry to hear that you're unable to send payments. I'm not sure why you're seeing that error on a Personal account. I would suggest reaching out to customer service for some troubleshooting.
