I am charged a $5 fee for withdrawing funds to my card.

I would like to withdraw my PayPal balance to my card, but PayPal deducts $5 from the balance as a fee. Isn't withdrawing to a card or bank account supposed to be free?

There’s no charge to transfer money from your PayPal balance to your local bank account. There is fee to cards now.

Calculate if the charge is 1.5%.

The amount of balance I would like to withdraw is $19.15. I should've been charged $~0.3 instead.

I've also found this link where it says that withdrawing funds to a Visa card will incur a fee of $5. However my PayPal account is Personal, not Business.
