I CANT LINK MY CARD

I closed my old paypal account and removed my card 

I decided to join paypal and my card couldnt be accepted anymore....

please help

You will need to add a new account, When you close an account PayPal won't let you use old account again unfortunately.

i opened a new paypal from bank and i removed the card from the old paypal and close it forever so i can use the card on my new paypal

Yes you should be able to use it on your new account as long as you removed from the other one first.

However you may need to wait a few days for the system to play catch up and also make sure you clear your history / cookies etc first.

Also make sure the card has available funds and that the billing address of your card matches the address of your paypal account.
