How to withdraw the money refunded to linked card?

I have made a payment $ 2113 for purchasing an equipment on April 10. As a part of refunding certain percentage of customs duty, the shipper refunded 291 USD to the linked card (Debit card) which I used for making the payment.  In the Summary section, it is showing + 291 USD and it is refunded to "my card number". 

How can I withdraw this money. I am from India.

My paypal account shows nil balance.
