That's because you can't top up with a debit or credit card as that is like giving yourself a card cash advance, which cards do not allow so only top up with bank account. But in Serbia, you can only link a US Bank account. Someone can send you money though as friends and family payment or commercial payments.
If you want to buy something, just select your card as the payment method during checkout some merchant that accepts PayPal.
