How to report paypal?

For 3 weeks now I can`t withdraw my money. I contacted the customer service many times, in the beginning they were replying to my messages after almost 6 hours talking about something else but not the main problem. They didn`t solve it. 

then they stopped responding or replying any of my messages and the money still stuck. How can I report this ?

Log on, click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.
