How to get out of debt correctly?

I have a debt on my US PayPal account and the acc.is blocked. Therefore I do not know the details for bank transfer. Although I do have my personal account that I want to use to cover the debt via peer-to-peer transfer.

Can you advise me on the following:

- can I do that

- are there any other requirements to be met (like a certain description in payment comments)

- what are the steps once I am done with transfer?
