You DO NOT need to add money to PayPal balance if you have credit card (or bank account) linked to your Paypal Account.

If this is a new Paypal Account, just link and confirm your credit card to the PayPal account on the wallet page and select the credit card to pay when you pay at online store. 

Here's how:

1. Click Wallet at the top of the page.
2. Click + Link a card or bank on the left side of the page.
3. Click Link a debit or credit card.
4. Fill in your card details and click Link Card.

Dear, i have add credit card, i need refund for ebay, i can not refund for ebay becouse need paypal balance
