How can one use their PayPal Balance if you can't create a Pay Pal Cash Account

I have had Pay Pal for literally 18 years now.   I just created a Pay Pal account for my 15 year old son.   And his grandmother immediately put $35 in there.  My son wanted to use it online for a game and apparently now you have to provide ID to Verify your Identity.  I uploaded his SS Card  (which in itself seems a little odd / scary to have to do!)  but he has no photo ID yet.   <Removed>   So now he is stuck?   I have to transfer any money Pay Pal'd to him into his Bank Account which defeats the point of letting him control what he buys on gaming sites/systems.    
Is there no other way?

Paypal does not allow account holders under the age of 18.
PayPal asks for a birth date when you register so whilst you can make a PayPal account with false information the account will need to be verified to accept funds into your balance or lift any limits.
As you would be unable to verify your account it would be locked for further use.
Minors can’t enter legal contracts so you may not have any recourse to get your money back until you were 18, unless you contact them and request funds being sent to a parents Paypal account, not guaranteed however.
