How can I get the money hold lock my account faster so it’s less than 21 days

I sense my year old cell phone to a company that purchases use the cell phones and then pays the person money for it the phone was checked bye isergin which is one of those companies that buy you sell phones and then send you money for them so I selected PayPal payment I have done this with previous cell phone buying companies before and have never had this problem how can I reduce the 21 day hold is now on my account until the money is released
