How am I supposed to contact paypal?

I've tried messaging them through message center, no response in almost a month. Tried to send them a message through live chat, says all agents are offline. I login to my other account, go into the same livechat and it says an agent can help be in several hours. Why can't I be helped on the account that I actually need assistance with? This is outrageous, there are obviously agents online so why am I not being connected to one? My account is limited but I don't think that should prevent me from talking to customer service
