How Many Hours do PayPal Fund Sent To be Released?

I sent a PayPal Fund to someone thround paying for goods and services but he said I should wait for 48 hours before getting my payment so that the funds will be released by PayPal? Is it true?

I’ve had a refund sent to me today I’m not sure how long it takes to come back into my account , any ideas ?
