PayPal has to confirm delivery of goods with courier to release funds. There can be delays with confirming if tracking info is not updated to delivered by courier but has been delivered, no longer than 21 days.
If tracking number is not provided, click "Add Tracking" and selecting an order status and then asking sender to "confirm receipt" on their end of the PayPal transaction. If sender does not confirm, you'll have to wait the full 21 days for release of funds.
